Tinyrise
I made a city-building toy called Tinyrise. You can zoom out to see the whole 4 by 4 city, then come all the way down to watch one resident using a staircase.

Pick a block and build it up bay by bay. You can connect floors and roofs with stairs and bridges, copy a floor, rotate it and paste it somewhere else. Walls and roofs can be painted in areas, too.
Once you put in homes, cafés, studios and workshops, the buildings have people using them. Live mode lets you follow someone’s route through the place, or run a busy day and watch how everyone gets around what you’ve built.
It all runs in WebGL2 from one self-contained HTML file, including offline. Your city autosaves in the browser. You can also export a block or the whole city as JSON, save a PNG postcard, or take the building geometry out as a GLB file.
